Senate Passes Bill to Establish Police Service Institute in Kano to Second Reading

The Senate has passed a Bill for an Act to establish the Police Service Commission Institute in Kabo, Kano State, to second reading.

The sponsor of the bill senator Abdulhamid Malam Madori Ahmed representing Jigawa North East who lead the debate during plenary this thursday said, this would serve as a Centre for the Administration and Management of the Commission,

It would also determine the standard of knowledge and skill to be acquired by the personnel of the Police Service Commission in the oversight of the Nigeria Police Force functions, transparency, and professionalism.

He said the Nigeria Police Force was an institution that plays a pivotal role in maintaining law and order, protecting lives and property, and ensuring public safety.

According to him, as with any large organization, it requires structured oversight to ensure its personnel act within the bounds of the law protect human rights, and maintain the public’s trust.

Senator Abdullhamid further explained that the Police Service Commission, as the oversight body for the Nigeria Police Force, had the mandate to manage the promotion, discipline, recruitment and general administration of the Nigeria Police Force. But, as we all know, oversight is not an easy task.

“The role of the PSC requires personnel who are not only skilled in management but also well-versed in law enforcement procedures, human rights, and governance.”

Senator Abdulhamid indicated that one of the goals of the bill is to improve training for oversight functions. “The institute will offer advanced training for all levels of commission staff,” ensuring they acquire the skills needed to effectively oversee the Nigeria Police Force in accordance with contemporary policing standards.

Abdulhamid also emphasised that, the institute would promote continuous professional development by providing ongoing education through conferences, workshops, seminars, and study courses for its staff and other oversight bodies, fostering a culture of lifelong learning and best practices.

He said the Institute if established would actively publish reports, journals, and other informational materials to communicate its activities and findings, thereby contributing to transparency and public accountability

“It will serve as a hub for collaboration, promoting cooperation and harmony between oversight bodies, both locally and internationally, in order to strengthen policing structures.

The Institute will provide a platform for distinguished academics, policymakers, and practitioners to engage in research and dialogue on national and global oversight

The Institute will equip its staff with the skills and capabilities necessary for strategic oversight, ensuring they can address complex challenges in policing oversight and governance, the Senator highlighted.
